BLUME, Justice.

This is an action involving the constitutionality of Chapter 69 of the Session Laws of 1937, now comprised in Sections 29-1501 to 1523. Section 29-1502 provides as follows:

"The City Council may establish in each of the incorporated cities and towns in the State of Wyoming, maintaining a paid Police Department and having a population of over four thousand (4,000) according to the latest...
