This is a complaint filed against the Housing Expediter by a representative group of tenants in the Eastern Massachusetts Defense-Rental Area under Section 204(e) (4) of the Housing and Rent Act of 1947, as amended by Section 203(e) of the Housing and Rent Act of 1949, 50 U.S. C.A.Appendix, § 1894(e) (4).
