This is an appeal by the United States from a final decree in a cause of collision civil and maritime brought under the Public Vessels Act, 43 Stat. 1112, 46 U.S.C.A. § 731 et seq., awarding the libellant as damages the full value of a dragnet destroyed by the United States submarine Sea Owl, plus $250 on account of loss of gross profits for the period of inactivity enforced upon the libellant's vessel by the loss of her fishing gear...
