The above entitled cause is brought under the Federal Tort Claims Act, 28 U.S.C. A. § 931 et seq., and is based upon a collision of the Nicaragua Victory, a vessel owned by the United States, with a bridge spanning the Cooper River in Charleston Harbor. The ship was anchored above the bridge and as a result of a heavy wind storm and ebbing tide dragged her anchor and drifted into the bridge...
