The appellee, Burlison, a duly licensed slaughterer of livestock in Wichita County, Texas, brought this action to recover subsidies which he alleged were wrongfully withheld by the Reconstruction Finance Corporation. During the period of May, June, September, and October of 1946, the United States were paying meat subsidies1 to slaughterers in an effort to stabilize prices and to insure an adequate supply.
