On August 24, 1943, Theresa Behrens (hereinafter called petitioner) was arrested in Detroit, Michigan, on a warrant charging her with the substantive offense of unlawfully disclosing information affecting the national defense in violation of the Espionage Act of 1917, 50 U.S.C.A. § 32.
