Complainants are the owners of certain housing accommodations in Warren, Ohio, for which the maximum rent date was fixed as April 1, 1941, by the Administrator. Sometime during February, 1944, complainants first rented the premises in question at a monthly rental of $65. On June 14, 1946, the Rent Director issued an order directed to complainants reducing the rent to $40 per month, and ordered complainants...
