This is a motion for a permanent injunction in which the plaintiff seeks restoration to employment, and other injunctive relief.
In the course of the following findings of fact, discussion, and conclusions of law, whenever the word "veteran" is used, it is intended to refer to a person who is entitled to preference in United States Government employment under the Veterans' Preference Act of 1944.
