Libellant is a stevedore, employed by the Arthur Tickle Engineering Works, Inc. He was injured on February 15, 1945, being hit on the head by a "chunk" of ice which fell from a nearby mast of a public vessel, U. S. A. T. Columbie, owned by the United States of America, on the deck of which vessel libellant was then working at a winch. Libellant has sued the Government pursuant to the provisions of the Public Vessels Act, 46 U.S.C.A. § 781...
