This is an appeal by the United States from a judgment in a suit instituted under the Tucker Act, 28 U.S.C.A. § 41(20). The complaint was filed by one C. G. Willis, owner of the tug Ionian and the Manhattan, which had been requisitioned for use by the War Shipping Administration.
