This suit does not involve the basic right of the Tennessee Valley Authority, an arm of the Federal Government, to compete with private enterprise in the creation and distribution of electric energy. It involves, rather, the construction of the contract between The Authority and the City of Lenoir City, and a determination whether an ordinance of the City and a so-called "enabling act" are unconstitutional...
