This matter is before us for the second time. It concerns responsibility for repairs to certain electrical installations in a building in Philadelphia known as the "Penn Athletic Club Building." This had been leased by written lease (with the exception of some stores on the premises) by Girard Trust Company to the United States. The lease is on United States Standard Form #2.
