The plaintiff made a contract with the United States in 1934 to construct Lock 12 in the Mississippi River at Bellevue, Iowa, which is 23 miles downstream from Dubuque, and 85 miles above Rock Island. There was much delay in the completion of the contract and the plaintiff lost a large sum of money on it. A number of similar projects on the Mississippi and its tributaries were carried out at about the same time, as PWA projects, with the dual purpose...
