The defendant's contention is that since Chester Bowles resigned as Price Administrator on February 26, 1946, and was replaced by Paul A. Porter, substitution of Paul A. Porter as plaintiff was required within the six-month period specified by 28 U.S.C.A. § 780 and Rule 25(d) of the Federal Rules of Civil Procedure, 28 U.S. C.A. following section 723c....
