O'Loughlin (hereinafter called claimant) filed a claim, seeking compensation for personal injuries, under the provisions of the Longshoremen's and Harbor Workers' Compensation Act (hereinafter called the Act), 33 U.S.C.A. § 901 et seq., with E.
