This is a libel in personam against the United States pursuant to the provisions of the Suits in Admiralty Act, 46 U.S.C.A. § 741. The libelant was employed as Chief Mate aboard the Steamship Milton J. Foreman, a Liberty ship owned by the United States and operated for the War Shipping Administration by the International Freighting Corporation as its agent. The ship made its maiden voyage from Savannah, Goorgia, where it had been launched...
