During the years 1942 and 1943, defendant Defense Supplies Corporation shipped to itself from Seatte, Wash., to Los Angeles, Cal., via the railroads of plaintiff and other participating carriers and upon government bills-of-lading, certain tank cars of motor benzol. Defendant refused to pay plaintiff, as the delivering carrier, for such transportation at the commercial rates established under tariffs filed with the Interstate Commerce Commission...
