This is an action by the United States against the Insurance Company of North America to recover the value of 518 bales of cotton, which were destroyed by fire on August 19, 1942, while stored in a ware-house belonging to Carolina Warehouse Company, near Spartanburg, South Carolina. The cotton had been stored in the warehouse under the terms of an agreement between Commodity Credit Corporation, an agency and instrumentality of the government...
