By this action, the railroads who are plaintiffs seek a declaratory judgment holding that by virtue of a certain written instrument known as "Joint Division Sheet No. 200-A" the railroads, parties to this action, are required to make a division of rates or revenue resulting from land grant shipments on the basis of the percentages set out in "Joint Division Sheet No. 200-A".
