This suit was brought pursuant to the special act of Congress of February 27, 1942, 56 Stat. 1122. We rendered a decision on January 3, 1944, reported in 53 F.Supp. 570, 100 Ct.Cl. 375, holding that the special act was unconstitutional, as an attempted direction by Congress to this court to hear and decide again a case which the court had, in 1932, 76 Ct.Cl. 64, heard and decided under its general statutory jurisdiction...
