Plaintiff and defendant, acting through the Federal Works Agency, entered into a contract March 25, 1942, in which plaintiff agreed for the lump sum of $266,722.22 to furnish the necessary materials and labor, and to perform all the work necessary for the construction of a community hospital at a Defense Housing Project at Radford, Va.
