2. The Steel Construction Company did not follow the administrative procedure outlined in subsections 1, 7 and 8 of Section 5, Division 1 of the contract, to correct the abuses alleged to exist in this case, but in most instances acquiesced in the requirements of the inspectors and/or resident...
