Int.Rev.Acts, or its antecedent legislation, Section 403 of the Sixth Supplemental National Defense Appropriation Act, 1942, as amended, 50 U.S.C.A. Appendix, § 1191, and to compel the Secretary of War, by a writ of mandamus,
