The appellant is the administrator of the Office of Price Administration under the Emergency Price Control Act of Jan. 30, 1942, 56 Stat. 23, 50 U.S.C.A. Appendix § 901 et seq., as amended. The appellee is a State Board established under the laws of Texas to administer the State's laws regulating alcoholic beverages.
