The City of Orangeburg brought suit against the Southern Railway Company for the purpose of foreclosing the lien of a paving assessment levied by the City against certain land alleged to be owned by the railway company. The case was first brought in the State court and by appropriate proceedings removed to this court. Motion to remand was refused and an appeal taken to the Circuit Court of Appeals for the Fourth Circuit, which affirmed. The...
