In my opinion the Municipal Court does not have jurisdiction of suits brought by the United States. Exclusive cognizance of "all actions or suits of a civil nature at common law or in equity, in which the United States shall be plaintiffs or complainants" was vested in the circuit court for the District of Columbia in 1801 by the act creating the court, 2 Stat. 105, 106.
