Appellee Maupin was part owner of a farm near the City of Portsmouth in Norfolk County, Virginia, known as the "Afton Farm" when on September 20, 1918, the property was taken for public use by the Secretary of Labor of the United States to provide housing accommodations for workers in the Portsmouth (Va.)
