This is a collision case. Three vessels are involved, the barge Bright, the tug Samson and the steamship Hawaiian.

The Hawaiian collided with the Bright while the latter was at anchor about a half mile south of Sharp's Island buoy in the Chesapeake Bay, in the early morning of August 31, 1940. The Bright, a seagoing wooden barge 258 feet long, 46 feet beam, draft 26 feet, fully loaded with sand and gravel, had been placed...
