Schram, is the duly appointed, qualified and acting receiver of First National Bank-Detroit, an insolvent national banking association, here engaged in winding up the affairs of said bank by seeking to enforce a statutory assessment liability against defendant, Jerry J. Tobias, as a stockholder of said insolvent bank. Defendant is a resident of this district.
