He previously recovered judgment in 1931, upon the finding that he was totally and permanently disabled, a condition persisting from the date of his discharge from the army. The Government paid the installments accruing upon the policy in pursuance of the judgment up to and including July 19, 1938, when it ceased payment, the Administrator at that time deciding that plaintiff was not totally...
