This action was brought for the recovery of certain immigration fines which had been imposed by the Secretary of Labor under Section 20(a) of the Immigration Act of 1924, 43 Stat. 164, 8 U.S.C.A. 167 (a),1 and collected by the Collector of Customs of the Port of Boston.
