Appellant was recently discharged from the District of Columbia Reformatory at Lorton, Virginia, after having served a sentence of ten years as a United States prisoner. He brought this proceeding in the nature of mandamus in the District Court for an order to compel the superintendent of the reformatory to pay him the sum of $10, to which he claims he was entitled under applicable laws, as a gratuity upon his discharge.
