In 1928, purporting to act in the exercise of the power and authority conferred by sections 157, 158 and 159 of the Constitution of Kentucky and sections 1857, 1858 and 1859 of the Kentucky Statutes, the Fiscal Court of Carroll County issued and sold seventy (70) negotiable road and bridge funding bonds of $1,000 each.
