The defendant, a veteran of the World War, made application to the Secretary of War for the benefits to which he was entitled under the World War Adjusted Compensation Act, 38 U.S.C.A., Chapter 11, § 591 et seq. The Secretary of War certified to the Director of the Veterans' Bureau that the defendant was entitled to an adjusted service credit of $500. Thereupon the Director issued to the defendant...
