On April 26, 1937, Congress enacted a law known as "An Act to regulate interstate commerce in bituminous-coal, and for other purposes." 50 Stat. 72, 15 U.S.C.A. § 828 et seq. The Code referred to in section 4 of said act, 15 U.S.C.A. § 831, was promulgated by the Commission on June 21, 1937.
