Appellant held a contract of war risk insurance and filed claim for payment of benefits thereunder with the Veterans' Administration on September 11, 1930. The claim was denied by the Insurance Claims Council on June 28, 1935, and notice of the denial was given by registered letter dated July 17, 1935.
