Findings of Fact

I. This bill in equity was instituted in this court November 7, 1934, against Greenwood County and the members of its finance board. Under order of this court of December 4, 1934, Harold L. Ickes, as Federal Emergency Administrator of Public Works, was made a party defendant.

After the bill of complaint had been amended and supplemented February 4, 1935, this court, for the reasons set out in its opinion of April 23, 1935 (
