Smelser was appointed referee in bankruptcy for the Texarkana, Tyler, and Jefferson Divisions of the Eastern District of Texas by Judge Estes, now deceased, formerly United States District Judge. R. P. Dorough acted as trustee in bankruptcy in many cases under the same referee. The government complains in these two suits that the referee collected, illegally and unjustly, fees in the sum of $2,600; that the trustee collected, illegally...
