On a libel filed by appellee, the decree condemned as forfeited the oil screw Tahoma for violation of the shipping and custom laws.

In 46 U.S.C.A. § 11, it is provided that certain vessels owned by citizens of the United States may be registered pursuant to law. Section 19 provides that an oath must be taken and subscribed by the owner to procure registration. Section 25 provides for the issuance of a certificate of registry on compliance...
