The plaintiff brings this action as a resident and taxpayer of the city of Enid, Garfield county, Oklahoma, alleging that he is the owner of a large apartment building in said city containing many apartments, all of which are rented to the public; that he is the owner of real estate and improvements in said city and county; that said property is valuable and is assessed for tax purposes and that he is a large taxpayer in said city and county...
