This is a suit in equity, brought by the plaintiff, seeking to restrain the collection of certain taxes imposed by the state of West Virginia. A District Court of three judges, organized in accordance with section 266 of the Judicial Code, as amended (28 U.S.C. § 380 [28 U.S.C.A. § 380]), heard the case on complainant's application for interlocutory and permanent relief.
