This is an appeal in a suit which was instituted by the Duke Power Company and its subsidiary corporation, the Southern Public Utilities Company, against the South Carolina county of Greenwood and the members of its finance board, to enjoin them from constructing an electric power plant at Buzzard Roost on the Saluda river, and from obtaining a loan and grant from the federal public works administration for the purpose of constructing it.
