The Webb-Kenyon Act (27 U.S.C.A. § 122), confirmed by the Twenty-First Amendment, forbids the importation of intoxicating liquors into any state in violation of the laws thereof. The plaintiff claims the right to do this forbidden thing and asks a court of equity to declare and enforce it. Does the right exist?
