The appellants were indicted with two other defendants, who pleaded guilty, on a charge of conspiring to aid certain persons to obtain seaman's certificates by means of fraud and false statements. After trial the jury returned a sealed verdict which found the appellants guilty and recommended "extreme mercy and leniency."
