This is an appeal from an order denying appellant's petition for naturalization. The facts are not in dispute. Appellant was born in Manila on August 16, 1902, is of the Filipino race, is a citizen of the Philippine Islands, and has not served in the United States Navy or Marine Corps or the Naval Auxiliary Service.
