C., petitioned the District Court to require the receivers of the insolvent People's State Bank of South Carolina to set aside securities of the value of $58,909.95 in their hands for the protection and benefit of the county as a depositor in the bank; but the District Court, being of the opinion that the county was not entitled to the preferential payment which such action would involve, dismissed...
