Wilkinson, as petitioner, brought this case in the lower court for a writ of mandamus to compel appellee, as administrator of veterans' affairs, to pay to appellant certain permanent and total disability benefits accrued, as alleged, under a contract with the United States for yearly renewable war risk term insurance.
