Mooney presented his petition for a writ of habeas corpus to the District Court of the United States for the Northern District of California, Southern Division, upon the ground that he was in custody in violation of the Constitution of the United States and particularly the Fourteenth Amendment thereof. Petitioner alleges:

"That your petitioner is now and for the past eighteen years has been actually unjustly...
