This is a libel for the forfeiture of a British vessel for the penalty incurred by her master for failure to produce a proper manifest on demand by an officer of the Coast Guard, as provided by the Tariff Act of 1930, §§ 584, 594 (46 Stat. 747, 748 and 751 [19 US CA §§ 1584, 1594]).
