The appellee's steamship Voltaire transported a 3 year old alien, who embarked at Santos, Brazil, arriving January 23, 1923, at New York, where it was found that he was suffering from a ringworm of the scalp, a loathsome contagious disease. He was sent to the hospital at Ellis Island. This ringworm condition might have been detected by a competent medical examination at the foreign port of embarkation.
